The Caution is a privately held document. Access is limited to reigning monarchs, archivists and one imperial envoy. It contains detailed information about Earth's history and current events at the time the pods were loaded. Much of this information could have been derived from a certain popular wiki site. It is provided so the monarchs understand why the Charter is written as it is and to empower them to curb man's potential for evil and idiocy.
